The key idea
Supplied tutorial/full-game footage ties Harbor/Dock progression to additional dice capacity. Once the slot is available, you still need an actual die to fill it.
Video-tested: the footage shows players working toward the harbor milestone, unlocking an extra slot, then purchasing a fourth die. Exact “build N more” wording should be rechecked in the launch ledger.
Why the fourth die is so strong
With three dice there are three unique pairs. With four dice there are six. That means a fourth die can double the number of potential pairwise Marks in a kept set.

Prepare before you unlock it
- Keep enough money to buy a die after the slot opens.
- Know which Marks your board is targeting.
- Prefer a die whose faces/colour support those Marks or your main resource.
- Do not sacrifice the current year’s survival just to hit the milestone one year sooner.
Fourth die versus more rerolls
They solve different problems. More dice create more simultaneous pairings; more rerolls increase the chance of finding a useful set. A specialized engine often wants both, but the fourth die has an unusually large combinatorial effect.
